"Consecrate Yourselves" Exodus 19:7-25

God is preparing them to receive the 10 Commandments and the covenant He is ready to make with the people. The people tremble at the presence of the Lord and He tells them to wash and prepare themselves for this holy event. For any of them to come in the presence of God would mean certain death. They were so moved with fear they told Moses to go up on their behalf and they would obey.
